3 Deemed Universities still waiting its first VCs

Ministry of Information and Broadcasting notified three prestigious institutions- IIMC, New Delhi, FTII, Pune and Satyajit Ray Institute of Film and Television (SRFTI), Kolkata as Deemed Universities  about two years back but these institutes are still waiting their first VCs, Registrars and FOs. According to sources the concerned ministry did not  prepare a cabinet note in this regard. The Cabinet approval is a must for the further initiative. Will the new secretary take initiative in this direction?
