30 IAS officers transferred in major IAS reshuffle in Keralam UPDATED

In a major IAS reshuffle, Keralam Govt on Monday transferred 31 senior IAS officers along with four Additional Chief Secretaries. Those officers transferred are-

Sharmila Mary Joseph IAS (KL 1997), Principal Secretary, Health and Family Welfare Department and Ayush Department to as Principal Secretary, Transport Department. She will hold full additional charge of the Women and Child Development Department. 

M. Beena IAS (KL 1999), on return from central deputation is posted as Principal Secretary, Industries Department. She will hold full additional charge of Matters related to External Co-operation. 

M. G. Rajamanickam IAS (KL 2008), Chairman & Managing Director, Kerala State Electricity Board Ltd, Secretary, Power Department, Environment Department, Parliamentary Affairs Department, Revenue (Devaswom) Department and Commissioner, Guruvayur & Koodalmanikyam Devaswoms, is transferred and posted as Secretary, Local Self Government Department. He shall continue to hold additional charge of Revenue (Devaswom) Department and Commissioner, Guruvayur & Koodalmanikyam Devaswoms.

Mrs Anupama T V IAS (KL 2010), Secretary, Local Self Government Department, Transport (Aviation, Metro and Railway) Department, Chairman and Managing Director, Kerala Transport Development Finance Corporation is transferred and posted as Secretary Finance (Expenditure) Department. She will hold the additional charge of the Environment Department.  

Gokul G.R IAS (KL 2011) stands relieved from the charge of the Finance (Expenditure) Department. 

Likewise Geromic George (KL 2015) stands relieved from the charge of the Finance (Expenditure) Department. 

Dr. Veena N Madhavan IAS (KL 2010) Secretary, Scheduled Castes & Scheduled Tribes Development Department, Backward Classes Development Department, Co-operation Department and Chairperson, Social Audit Society, Kerala is transferred and posted as Secretary, Agriculture Department. The officer will hold the full additional charge of Agricultural Production Commissioner. 

Gokul G.R (KL 2011), Special Secretary, Planning and Economic Affairs Dept will hold full additional charge of Member Secretary, Kerala Development and Innovation Strategic Council (KDISC) in addition to his existing additional charges. 

P B Nooh IAS (KL 2012) Commissioner, Kerala State Goods and Services Tax Department is transferred and posted as Special Secretary, Labour Department. With his appointment Sheeba George IAS (KL 2013) stands relieved from the charge of the Labour Department. 

Balamurali D IAS (KL 2012), Special Secretary, Food & Civil Supplies and Consumer Affairs Department stands relieved from the additional charge of Transport Department. 

Suhas S IAS (KL 2012), Special Secretary, Water Resources Department, Housing Department, Managing Director, Kerala Irrigation Infrastructure Development Corporation (KIIDC), and Managing Director, Cochin International Airport Limited (CIAL) is transferred and posted as Special Secretary, Electronics & Information Technology Department. He will hold the full additional charge of Special Secretary, Industries Department. The officer shall continue to hold charge of Managing Director, Cochin International Airport Limited (CIAL). 

Seeram Sambasiva Rao IAS (KL 2012), Excise Commissioner, Special Secretary, Electronics & Information Technology Department, is transferred and posted as Special Secretary, Scheduled Castes & Scheduled Tribes Development Department. He shall continue to hold charge of Excise Commissioner.

Shanavas S. IAS (KL 2012) Special Secretary, Local Self Government Department, Managing Director, Roads and Bridges Development Corporation of Kerala & Special Officer, Capital Region Development Project (CRDP) shall hold additional charge of Chief Executive Officer, Cochin Smart Mission Limited. 

Abdul Nasar B IAS (KL 2012) Special Secretary, Fisheries Department, Harbour Engineering Department and Social Justice Department is transferred and posted as Special Secretary, Cooperation Department. 

Haritha V. Kumar IAS (KL 2013) on return from leave is posted as Special Secretary Social Justice Department. 

Jafar Malik IAS (KL 2013), on return from Central Deputation, is posted as Commissioner, Kerala State Goods and Services Tax Department. The officer shall hold additional Charge of Special Secretary, Taxes Department. 

Gopalakrishnan K IAS (KL 2013), Director, Environment and Climate Change, Director, ANERT, Managing Director, Kerala State Co-operative Agriculture and Rural Development Bank and Director, Kerala Hydel Tourism Centre, is transferred and posted as Special Secretary, Science and Technology Department, Cultural affairs Department, Zoos, Museum, Archaeology and Archives Department. 

The service of Subhash T V IAS (KL 2013,), Special Secretary, Agriculture Department is placed at the disposal of Health and Family Welfare Department for being appointed as Managing Director, Kerala Medical Services Corporation Ltd (KMSCL). The post of Managing Director, Kerala Medical Services Corporation Ltd is declared equivalent in status and responsibilities to the cadre post of Special Secretary to Government in the Senior Time Scale of IAS in Level 13 in the Pay Matrix Table (Pay Range ₹1,23,100 - 2,15,900/-) as per Rule 12 of IAS (Pay) Rules, 2016. The deputation will be governed by the terms and conditions prescribed in the Government Order read as 1st paper above. The officer will hold the full additional charge of Commissioner, Food Safety. 

Anjana M IAS (KL 2013), Director of Tourism, Special Secretary, NORKA Department, Culture, Science & Technology Department; Disaster Management Department is transferred and posted as Special Secretary for Disaster Management Department. The officer will hold the full additional charges of Special Secretary, NORKA, Transport (Aviation, Metro and Railway) Department. 

Chandrasekar S IAS (KL 2014), on return from Central Deputation, is posted as Additional Secretary, Fisheries and Harbour Engineering Department. The officer will hold the full additional charge of Secretary, Fisheries and Harbour Engineering Department. 

The service of Afsana Perween IAS (KL 2014), on return from leave, is placed at the disposal of Dairy Development Department for being appointed as Managing Director, Kerala Co-operative Milk Marketing Federation (MILMA). The post of Managing Director, Kerala Co-operative Milk Marketing Federation is declared equivalent in status and responsibilities to the cadre post of Additional Secretary to Government in the Senior Time Scale of IAS in Level 12 in the Pay Matrix. She will hold the full additional charge of Chief Executive Officer, NORKA Roots. 

Devidas N IAS (KL 2015) Director, Minority Welfare and Managing Director, Impact Kerala, is transferred and posted as Director of Employment and Training. The officer will hold the full additional charges of Labour Commissioner and Director, Minority Welfare Department. 

Asif K Yusuf IAS (KL 2016), Managing Director, Kerala Co-operative Milk Marketing Federation (MILMA), Director, NORKA, CEO, NORKA Roots, Director, Loka Kerala Sabha, Additional Secretary, Agriculture Department and CEO, Pravasi Mission is transferred and posted as Additional Secretary, Higher Education Department. He will hold the full additional charges of Director, Collegiate Examination. Education and Commissioner, Entrance.

Arun K Vijayan IAS (KL 2016) Director of General Education and Chief Executive Officer, Education Rejuvenation Mission shall hold additional charge of Director General, Kerala Institute of Local Administration (KILA). 

Snehil Kumar Singh IAS (KL 2016) Director, Industries and Commerce and Managing Director, KSIDC; Managing Director, KSITIL shall be Investment Commissioner in Industries Department. 

Anu Kumari IAS (KL 2018), Special Commissioner, Kerala State Goods and Services Tax Department is transferred and posted as Director of Tourism. 

D. Dharmalashri IAS (KL 2019) Joint Secretary, Self Government Department, Deputy Project Director, KSWMP and Executive Director, Suchitwa Mission is transferred and posted as Joint Secretary and Officer on Special Duty, Revenue Department and Disaster Management Department. 

Rahul Krishna Sharma IAS (KL 2019), Additional Commissioner, Kerala State Goods and Services Tax Department is transferred and posted as Special Commissioner Kerala State Goods and Services Tax Department. He will also hold full additional charge of Director, Environment Department, Chief Executive Officer, ANERT and Kerala Hydel Tourism Centre. 

Dr. Binu Francis IAS (KL 2019) Director, Scheduled Tribes Development Department will hold the full additional charge of Managing Director, Kerala State Co-operative Agriculture and Rural Development Bank. 

Dr. Harikumar K IAS (KL 2019) Commissioner of Civil Supplies and Consumer Affairs Department and Director, Coir Development Department will hold the full additional charge of Executive Director, Suchitwa Mission. 

Mohd Shafiq IAS (KL 2020), Joint Secretary and Officer on Special Duty, Revenue Department and Director, Programme Implementation, Evaluation and Monitoring Department is transferred and posted as Joint Secretary & Director, Programme Implementation, Evaluation and Monitoring Department. He will hold the full additional charge of Additional Chief Executive Officer, KIIFB. The officer stands relieved from the charge of Joint Secretary and Officer on Special Duty, Revenue Department. 

Dr. Mithun Premraj IAS (KL 2021), Director, Mining and Geology, Managing Director, KEMDEL, and Member Secretary, KDISC shall be Additional Investment Commissioner in Industries Department. 

Sameer Kishan IAS (KL 2021), Director, Collegiate Education, Commissioner, Entrance Examinations, Deputy Secretary and Officer on Special Duty, Higher Education Department, is transferred and posted as Additional Commissioner, Kerala State Goods and Services Tax Department.
