AIS and the Centre vs States !

While State after State ruled by opposition is intending to de-notify and obstruct CBI inquiries for fear of getting implicated, reliable sources indicate that Centre may de-notify the delegation of its powers to States under All India Services Disciplinary and Appeal Rules to nullify the chances of  bureaucrats, IAS and IPS, from succumbing to  State politicians and hushing up the investigations withdrawn from CBI or obstructing CBI investigations. .
