An inside story about guidelines!

Why the MHA issued guidelines very late on Sunday? This question is being asked by many. Now here is the inside story about the delay. According to sources many CMs wanted liberty in transport running. It is said that the Home Secretary on May 16 had asked  states to submit their plans that how states will maintain physical distancing norms and law and order if buses, rail, metro trains and flights are allowed to operate. States didn't respond to to HS query till 3.00 P m on May 17. It is said that HS reportedly conveyed this to PMO and ultimately it was decided to stop Rail, Metro and flight services till May and the responsibility to run the states transport be given to states/UTs.
