Anxiety among some Army top brass if NDA is back

It is natural that there is some anxiety in the Army top brass awaiting promotions with few years left in service as some are hoping Congress will come to power which may stick to the seniority criteria while if NDA is back then it would be the usual ‘seniority plus merit (sizeable command experience)’ meaning one faces the risk of being superceded.
