Are CRs missing?

Confidential Reports (CR) of about 50 officers of Indian Inspection Service and Indian Supply Service are said to be incomplete for the last two years. These officers were earlier posted in DG, S&D which has been closed in 2017. But CRs, now called APAR, are reportedly not available. Is this not the govt's order violation which says that the timely completion is the responsibility of the HoD or the concerning Ministry ?
