Are RERA & Consumer Courts toothless bodies?

Are RERA and Consumer Panels toothless? This fact was revealed during a hearing after the SC ordered CBI probe in Banks-Builders alleged nexus in sanctioning of loan. Advocates informed the Apex Court that these two panels can only issue notices and deliver judgment but can not jail any accused. And that is the reason these panels are toothless and cannot do justice to buyers or consumers.
