Birth and death certificates not issued for months

In UP, the issuance of birth and death certificates has been lying pending for the last 4 months. In many districts, the local officials have no convincing reason for the extraordinary delay. According to sources the related server is down for the four months and due to this work is hampering badly, especially at the district level, where people are agitating for not getting proper reply. It is said that some district officials have informed Lucknow but the HQ is yet to take the decision.
