CAS has become burden

The Central Accounting System(CAS) has become a burden for many GoI Departments. They are unable to pay monthly  emoluments to thousands of scholars and researchers since April this year. And on top of this nobody is ready to listen to their grievances. They are fighting to meet the two ends. Research work is also hampering badly. They say the CAS is very cumbersome and in most departments, neither staff is familiar with the system nor they have staff to fulfill the required info. They fear, if the situation continues, they will have to surrender the sanctioned budget.
