Civic body elections and Chief Secretary Rajasthan?

Out of ten, nine Municipal Corporation elections were won by the BJP in Rajasthan, a major success of the ruling party. No doubt Chief Minister Bhajan Lal must get credit but partially people say there is a contribution of Chief Secretary V Srinivas who has been managing state administration machinery with hard work and devotion.
