Delhi Police in a fix

An order has kept Delhi Police in fix and that is the reason transfer / posting orders have been kept in abeyance. According to sources, a new order says that file of Police officers transfer /postings should be routed via CS. This has created flutter in DP. It is said that last year also same order was issued which was withdrawn on LG's behest. Now the question is before issuing such orders, whether LG's permission taken?
