Different yardsticks for different services in GoI

Different yardsticks for different services are being applied in Government of India. While IAS officers upto 1999 batch have been empanelled for holding Joint Secretary level posts in Government of India, the officers of Indian Telecomm Service (ITS) of 1984 and 1985 batches are still deprived of empanelment to the Joint Secretary level posts on the other.
