Do NDC courses no longer assure promotion for Brigadiers ?

With setting up of the post of Chief of Defence Staff and the formation of Department of Military Affairs, it increasingly seems unlikely that more number of Brigadiers who have done NDC courses will be offered preference in promotions.  Whispers are that marks adding up for promotion may also include extra fields although NDC course will still have its edge over those not doing them.
