Dr Nilotpal Goswami joins as the Principal Accountant General (Audit), Bihar

New Principal AG (Audit) Bihar ,Nilotpal Goswami, I.A&A.S 1992, is in the higher management of the Indian Civil Services. After completing Public financial management from HKS, Harvard University, he pursued doctoral research on regional growth and international trade leading to a PhD degree from the Indian Institute of Foreign Trade, Delhi. He has a multidisciplinary background in engineering, law, forensics, cyber law, IT project management, financial analysis, accounting and audit. He has served the Government of India in various capacities. His experience spans across economic, security and social sectors of governance entailing management in local governments, NGOs, parastatal, national and international organisations (UN, OPCW, IAEA, WFP). He has travelled widely and led several teams for service delivery, dispute settlement, regulatory, teaching, appraisal, investigating and assurance functions necessitating inter alia primary data analysis, policy research and policy design. He has published book on government procurement and academic papers on regional growth, trade policy & the business political outlook, financial development and trade openness. He had a successful stint with the Department of Revenue (2012-2016), HRD (2010-11), Department of Commerce, (2002-06), where among other things; he handled issues pertaining to South Asian trade treaties, trade remedies, trade financing, SEZs, Trade facilitation, GST, Gold imports, Narcotics etc.
