The officers of India Administrative Service (IAS) will be eligible for Joint Secretary level empanelment in Government of India only after their services at Deputy Secretary/Director level for minimum two years. It is mandatory for the IAS officers of 2007 batch onwards. The Government of India is understood to have made it compulsory with a view to overcoming the backlog posts at Deputy Secretary and Director level posts. The officers, who express unwillingness at these levels, will feel compelled to join the Deputy Secretary and Director level for future upgradation.
