Fate roaming in \"sealed cover\" since 2006

Fate of two officers is roaming in "sealed cover" for the last 12 years and concerning ministry has failed to take any decision in this case. According to sources, when promotion file moves their cases are also send to UPSC for DPC, then to DoPT and back to the concerning ministry. This practice is going on since 2006. It is said that the investigating agency has reportedly recommended their names for promotion to ADGs but it seems that all responsible departments are only interested to keep their fate in "sealed cover".
