Has the Railway Board stopped the reservation of Hq ?

Recently one VVIP has expressed displeasure to the concerned minister that despite the request letter why the reservation was denied  from Headquarters ? It is said that now the Railway Ministry has reportedly stopped reservations for others except for VVIP.
