Have payments stopped ?

If sources are to be believed, Finance Ministry has stopped various payments. All PSUs have reportedly been asked to stop CSR funds. Experts explained two reason for this situation. It seems the govt is under pressure to pay GST dues to States which is a very sensitive political issue or govt coffer would go empty and therefore CSR fund is being blocked. But there is no official confirmation about this.
