Hot debate raging between IAS & Army fraternity on MoD

A hot debate is raging between the IAS fraternity and the Army fraternity on why civilian bureaucrats must take decisions on Armed Forces in the Ministry of Defence. The IAS fraternity says they report to political executives and service HQs are attached to MoD. The argument in the Army circles is that why MoD does not have senior Army officials in the decision making process of MoD.
