How many officers were ignored for Washington posting ?

For the posting at the Indian Embassy as Principal Director, Audit for India in Washington many eligible IA&AS officers from 1999 to 2001 batches  were ignored. Even they were not asked for their willingness. Namita Prasad (99, batch topper), Shefali Andaleeb (99), Vidhu Sood and Ahladini Panda from 2000 batch and most importantly, Prachi Pandey of 2001 batch, who is Nripendra Misra's, former PS to the PM, daughter were reportedly  not considered.
