IAS officer gets domicile rights in J&K

Navin Kumar Choudhary, a senior IAS officer hailing from Darbhanga district of Bihar, is the first bureaucrat to get domicile rights in Jammu and Kashmir (J&K) after the Centre changed laws to grant residency to different categories of non-locals in the Union territory. The 51-year-old, 1994-batch J&K cadre officer, has been in the state for the  last 26 years. Now the domicile certificate makes the holder eligible for residence, education, employment and buy a land in J&K.
