IAS Shishir Gupta’s Initiative to Improve Water Security and Farming for 30,000+ Residents in Shopian,Kashmir

IAS Shishir Gupta,a 2020-batch AGMUT cadre officer currently serving as District Collector of Shopian has launched a pioneering Springshed Climate Adaptability Project in the Zainapora block to combat water scarcity and strengthen climate resilience.The initiative aims to rejuvenate natural springs,recharge groundwater,improve irrigation systems and promote sustainable farming practices with livelihood security in one of the district’s most water stressed regions.

Approved under NABARD’s climate and natural resource management grants.The project combines traditional knowledge with scientific methods ensuring safe drinking water, sustained irrigation and protecting the cultural heritage linked to natural water sources.Apart from that the initiative also seeks to preserve the cultural and ecological significance of natural springs, which have supported communities in Shopian for generations.

Covering 11 villages across nearly 300 hectares,the three-year project is being implemented through a convergence of key departments,Rural  Development,Agriculture,Horticulture,Jal Shakti and Irrigation.It is expected to directly benefit more than 30,000 residents significantly improving water availability and boosting agricultural and horticultural productivity.

A major pillar of the initiative is the creation of water harvesting structures and upgraded irrigation systems,enabling farmers to bring more land under cultivation.For Zainapora long affected by seasonal water shortages,this intervention promises to unlock long-delayed agricultural growth and economic stability.

Additionally Community participation is central to the project’s design,village-level committees have already been formed and are actively involved in planning and monitoring activities.Recently,29 committee members participated in an exposure visit to a developed springshed area,gaining practical insights into climate adaptive farming and sustainable water management.

DC Shishir Gupta’s initiative also addresses the region’s chronic challenge of illicit crop cultivation by offering reliable irrigation and alternative livelihood opportunities.By restoring water security and empowering local communities,the project is set to reshape Zainapora into a thriving,resilient and sustainable agricultural hub.

IAS Shishir Gupta initiative brings a new wave of change,promising reliable water and better livelihoods for thousands in Zainapora.
