IES officers not interested in joining Economic Adviser post in MP Govt on deputation?

The Madhya Pradesh Government has been seeking an officer belonging to Indian Economic Service (IES) for the post of Economic Adviser on deputation basis to lead the work of 5th State Finance Commission for two years. The Department of Economic Affairs of Government India had sought applications from the officers, but the least showed interest. The Department again sought applications for the same.
