Independent body required to select officers for JS, AS and Secretary level posts?

The officers are of the view that an Independent Body is required to conduct a combined examination where  all candidates selected through civil services and other GrA should be eligible and those completed 17, 25 and 30 years of service should be eligible to compete for the posts of Joint Secretary, Additional Secretary and Secretary respectively. There tenure should be maximum of five years or leftover service for retirement.
