Is everything not well in an Agency ?

If sources are to be believed, all is not well in an important investigating agency. It is said that officers and staff members reportedly remain tense because the Chief gives only verbal orders and never issues any thing in black & white to save his skin but blamed staff when work remained incomplete. It is said because of tension, one officer fell sick in the meeting recently.
