Is Monkey a Terrorist or Naughty ?

The whole Delhi NCR is in grip of Monkey menace for the last many years. Residents of different areas and offices are writing to local bodies and Forest deptt about such menace. But the reply Forest department has given has surprised many. In reply to a complaint Regional Forest Officer, Noida has said that since the deptt is not having sufficient budget and resources to arrest Terrorist Monkeys, if local bodies or development authorities send request, the deptt  will put employees on duty and spend to catch the naughty Monkeys. Now the question is how an alleged 'terrorist' monkey is staying in NCR ?
