Is PrCCIT, Mumbai, the most powerful post in country?

Corridors of the north block are abuzz with this. PrCCIT, Mumbai - is regarded as the most powerful post in the country for IRS(IT) officers. Geetha Ravichandran has been appointed as PrCCIT, Mumbai. Before this, Subhashree Ananthkrishnan was holding this charge, who has subsequently been elevated as Member CBDT. Other than both being from the 1987 batch IRS (IT), what is the common link?  70% of India’s direct tax budget is collected from Mumbai.
