Is this Chintan or Shivering Shivirs?

Many Central government's Ministries and Departments are organising Chintan Shivirs to update the officials and brainstorming on some issues. According to sources, some shivirs were shivering instead of Chintan. What was the reason behind this? Only participants can throw the light.
