Kokkengada Bheemayya Changappa, Judicial Officer in Karnataka although he was suitable for appointment, but being aged 61 years and 3 months, the Supreme Court Collegium recommended that if he would be appointed, he will have a really short tenure on the Karnataka High Court Bench, which, in its view, would not serve the desired purpose. The Collegium, therefore, was not inclined to recommend his name for elevation.
