Lakhs of Scholars not getting payments since April

Lakhs of research scholars are reportedly running from pillar to post for their monthly stipend/ research amount which is pending since April this year. According to information, scholars from Education, Health, Environment Science Ministries or departments are badly affected, because many of them stay in rented accommodation and unable to pay rent, hampering their research work also. It is said that the reason for such an extraordinary delay is the Finance Ministry's reported cumbersome circular. Sources said that now the organization has to open scholars' bank accounts. For this they have to take prior permission from the RBI. This has created a big problem before the organizations and they are unable to spend a single penny. Scholars have tagged PMO raising their woes but the finance ministry is not ready to buzz. It is said that research work is held up due to the lack of money. Will the PMO intervene?
