The Municipal Corporation of Delhi’s Standing Committee has approved the declaration of Delhi’s remaining 48 villages as “urban villages”, a move that effectively exempts these areas from agricultural land-use restrictions under the Delhi Land Reforms Act, 1954. The decision paves the way for mixed land use, allowing residential, commercial, and industrial activities in these previously regulated zones.

This development marks a significant first step towards the rollout of the Green Development Area (GDA) policy, aimed at transforming Delhi’s outer village clusters into planned urban extensions while balancing ecological considerations.

Sources indicate that the Delhi bureaucracy has been tasked with preparing detailed redevelopment frameworks aligned with GDA objectives, including infrastructure upgrades, zoning rationalisation, and sustainable urban planning measures.

Importantly, Chief Minister Rekha Gupta is understood to be personally monitoring the process, signalling the political priority attached to the initiative. The move is expected to unlock land value, attract investment, and reshape peri-urban Delhi, even as concerns around unplanned growth, environmental safeguards, and implementation timelines remain under watch.
