MEA cutting manpower costs in missions?

Grapevine has it that a reasonably large cost cutting in the Ministry of External Affairs (MEA) had been underway prompting non appointment of Consulate General , Deputy Chief of Missions and even Ambassadors in certain missions. The focus seems to be on multi-tasking where Head of a Mission could handle some key tasks generally assigned to the deputies.
