Media not allowed to cover inaugural function

First, the media was asked to register themselves for the coverage of the 46th World Heritage Convention(WHC), which was inaugurated by the PM on Sunday . On Saturday late evening they were informed that the inaugural session is not open for the media and the registered media will be allowed from Monday, July 22 onwards. The ministry of Culture has no convincing answer for 'invite with denial'.
