Next Additional Secretary to new President to be from Bihar ?

There are chances that if Ram Nath Kovind is elected as President, his new Secretary is likely to be a Bihar cadre IAS officer. Reason is said to be that since he was Governor of Bihar therefore he understand bureaucracy better.
