No blanket decision discouraging passengers?

The decision of Railways not to provide blankets to AC passengers as precautionary measures in the backdrop of Covid-19 outbreak seems to be discouraging passengers as most them have cancelled their tickets especially premier trains like, Rajdhani, Duranto & Humsafar express trains. According to sources, sleeper classes are also not running in full capacity.
