No promotion since decades

If sources are to be believed staff of an investigating agency is sore over inordinate delay in promotion. It is said that more than 300 officers are waiting to be promoted as Asstt Directors. Promotion of many are due for the last 20 years. Because of various court cases and promotion rules situation has become very complicated and staff is getting demotivated.
