In the wake of the Railways inviting applications from 1983- and 1984-batch officers of its eight organised services on the panel for  Level-16 posts under the Indian Railway Management Service (IRMS), several officers from non-Engineering Railways services pointed out that senior-most officers from their services will not make the cut for applying for empanelment as Level-16 officers even though they are working in Level 15, as they are from batches of subsequent years.
