Non- IAS officers not allowed to join Chintan Shivir ?
Ministry of Heath & Family Welfare (MH&FW) is organizing a two day 'Swasthya Chintan Shivir' in Nainital from April 30 to May 1, 2019 to discuss the structural reforms in the Ministry, National Health Stack , steps required to improve coordination with States and IEC strategy.
Ministry of Heath & Family Welfare (MH&FW) is organizing a two day 'Swasthya Chintan Shivir' in Nainital from April 30 to May 1, 2019 to discuss the structural reforms in the Ministry, National Health Stack , steps required to improve coordination with States and IEC strategy. Senior officers of JS and Director level will participate in the Shivir. Now the realty starts. Only IAS officers are reportedly taking part in this event. Participating Directors are IAS from 1998 to 2003 batches. Senior Directors of other services have been excluded. The Ministry has about a dozen Directors and are having equally important portfolios. Now the question is does policy making and thinking is sole domain of IAS officers ? If so then why non-IAS officers are being posted on deputation in the ministry?
