Non- officials may be appointed ICs

According to sources after the changes in recruitment, service rules and pay & allowances of CIC and ICs, there are chances that retired or serving officials unlikely to apply in big numbers and in that scenario  chances of appointment of non-officials , especially activists and persons of judicial background or jurists, could be bright.
