One IRS officer promoted on regular basis while two others given ad-hoc

Madan Mohan Singh and Shrawan kumar have been promoted to Chief Commissioner grade on ad-hoc basis while Mayank Kumar given promotion to Chief Commissioner grade on regular basis. All three IRS(C&IT) officers belong to the 1991 batch.
