One Minister convenes meeting , another cancels

One Union Minister who is holding additional charge of an important Ministry reportedly called a meeting of on agency on Tuesday evening at 7 pm. But it is said that the regular minister , somehow, got this news and he ensured that the proposed meeting should get cancelled. Now the question is why one minister was so keen to convene the meeting and who leaked the news to the regular minister ?
