OSDs to CMs should be from civil services only ?

Higher bureaucracy in some states want the OSDs to Chief Ministers be from the civil services cadres comprising young IAS, IPS officers only rather than chosen personal staff by CMs which also includes officers from State Administrative Services. The reason being cited is that young IAS, IPS officers can get better and early exposure of how CM’s Secretariat works in various states which may help them do better planning and management of various Governance matters in later years.
