As per ECI advice, all the states have set up a paid News cell and PIB officers posted in the states are members of the cell. In some states they are facing a peculiar problem because they do not know the local languages therefore they are unable to give any opinion. And the state machinery is taking full advantage of the situation. One retired secretary opined that it shows the casual approach of the ministry. Will the ECI rectify this wrong doing, if any?
