Parliamentary Committee takes exception to appointment on deputation basis

 The Parliamentary Standing Committee on Transport has found that NHAI earlier Recruitment Rules, 1996 have provision for Direct Recruitment upto DGM/GM level in both the Finance and Technical Division which over the period of time has been commuted only to deputation/promotion. Further with this commutation only with promotion/deputation, NHAI found it difficulty in running its business transparently, so again in it’s Draft Recruitment Rules, 2017 as published in NHAI website for stakeholder comments have reinstated provision for Direct Recruitment up to DGM level under finance wing but ultimately ends up with only deputation/promotion in the final rules. The committee found itself in distress that despite the committee raised the issue several times the consequences of this bad practice by NHAI, it still fails to act in this regard due to over influence of officials on Deputation in below the management ranks while Policy formulation. The committee recommended to bring its RR at par with other Commercial CPSE with mix mode of recruitment up to DGM level for efficient and transparent administration.
