Penalty rate is only 2 percent

According to sources, penalty was imposed in just 2 percent of the cases disposed by Information Commissions of different state info commissioners. Cases being returned by ICs- Several ICs were found to be returning a large number of cases without passing any order. The CIC returned nearly 35 percent of the appeals/complaints received by it.
