Pensioners are still waiting for Form 16

The largest PS bank SBI is taking too much time to supply Form 16 to pensioners this year. It was supposed to be given to the needy by July 15 but a large number of pensioners are still going to their respective branches but getting answers in the negative. Many pensioners are taxpayers and the last date of IT return submission is July 31. Will the finance ministry ask bankers for this unusual delay?
