The German sociologist Max Weber once argued that bureaucracy constitutes the most efficient and rational way in which one can organize the human activity and that systematic processes and organized hierarchies are necessary to maintain order and maximize efficiency.
To start with, Kuniyil Kailashnathan - CPS to CM, one of most experienced bureaucrats, is not only courteous but he also remains concerned about the visitors to his office. Due to his non-availability in Gandhi Nagar, he couldn't meet Hasan but when contacted over phone, he was not only courteous but also concerned whether he was comfortable and if he required any help. Rare to see such a gesture these days.
Next comes J N Singh CS of Gujarat, who is a man of commitment who despite his hectic schedule - holding numerous meetings in a day – makes sure that anyone having appointment with him is not disappointed due to paucity of time at his end, come what may. He spared time to see Hasan even after his hectic scheduled due to state council meeting chaired by Union Home Minister. 

Coming to PSUs, what could be a better example than GNFC – that has recently done miracles. Team GNFC under the inspiring leadership of Dr Rajiv Kumar Gupta, ACS in Gujrat Govt. also MD of GNFC Limited, has achieved unprecedented financial results for FY 17-18 in 42 years history - a great honour for Gujarat.

And JANGAL MAIN MOR NAACHA, KISNE DEKHA. Since even a very good thing will have to be made public, to be acclaimed, as they say, who could get this done better than Ashwani Kumar, PS to CM and I/C. Kumar, ear and eyes of CM, is a very sharp and resulted oriented bureaucrat having an incredible talent of media management.
The role of Navalawala, Advisor to CM, too cannot be ignored when it comes to the efficiency for which Gujarat bureaucracy is known across the country. He is a seasoned person, possessing tremendous energy, who keeps the things moving.

RF: Reminds me of a story... a King started levying taxes...he thought to himself... if his Subjects were to protest he'd rollback the taxes.... no one objects. Next month doubles taxes .....no one objects. Next month trebles taxes...again no one objects.... intrigued.... he orders now all Tax Payers will be slapped thrice when they pay taxes....no one objects initially.... a week later Subjects gather at his Palace Gate...they petition him... that there are only 3 Soldiers delivering the slaps and lines are a mile long so please increase the number of soldiers on slapping duty...our reaction is directly proportional to the pinch we feel ...and when we don't object Government tends to raise taxes..
M: So ...take Fuel prices...rising because we don't object...
RF: Don't forget ....prices are now dynamic.....Salary Base line has risen... in UPA days when petrol prices rose to 83....there was hue and cry...prices were not dynamic
.. because all round inflation was rocketing
....and salaries were much lower than today....today the high prices of fuel not pinching... as inflation is low...and Salaries have smartly risen...
M: And...and...now the perception is Taxes are being used judiciously and honestly
....UPA ..... keeping Rajiv's 84 paisa per Rs. 100 was pilfered made people doubt UPA's usage of Taxes...so RaGa needs to rethink his ronna dhona of fuel prices....actually his aagh lagaana on fuel prices...
RF: He needs to rethink a lot...now Karnataka Congress wants him to douse the Lingayat fire he lit....his impeach CJI fire too backfired...his Modi helped Nirav Modi run away with crores backfired too....his 'if I am allowed to speak Modi will run away' backfired too...
M: I think wherever he goes Sonia should depute 3 Senior Leaders to do the job of fire fighters....
RF: Now I hear he's said if Congress comes to power he won't be the PM...maybe Sonia's sold him the reality.... that if he becomes PM he won't be able to go overseas at the drop of a hat... and destination will have to be disclosed...buss ...he agreed there and then...
M: Who will Congress blame for the Karnataka loss...officially... Siddha...or as Rajnath calls him... Niniramaiyah....unofficially... hush hush... RaGa...
RF: Crashing of Congress in Karnataka.... reminds me a Chamcha of his tweeted....that post RaGa's plane plunging 8000 feet... Rahul who has a Pilot License guided the Pilots.... does a Father's Pilot License pass over to his son after the Pilot Father's death...
M: Ha ..ha.....Rahul Baba ka kya.... aaj Pilot hai.... kall Doctor....parso Engineer.....narso Lawyer.....
RF: I think he viewed the Bollywood Movie Raja Babu where the Hero is fond of getting his photographs posing as a Pilot... Doctor.. Engineer...Lawyer...
