Very near my house lives a very Senior Retired Army Officer. He drops in for a chat. Over Coffee and Cookies we get chatting.

Army Officer: Congress is just misinforming Public on the Rafalle Deal...sheer lies being dished out!!

Me: RaGa keeps on talking about the Prices!!

AO: Firstly on technical parameters.... prices then during UPA and now the Order prices cannot be compared! And don't forget then it was just a Quote ...

M: Yes I read some very needed additions have been made....the Quote during UPA was more of a 'run of the mill' Quote by Rafalle!!

AO: India specific enhancements......the weapons include Meteor air-to-air missiles and SCALP air-to-ground cruise missiles worth 700 million that were not part of the original MMRCA contract. Then spare parts and performance-based logistics under which the Original Equipment Manufacturer (OEM) would ensure that the aircraft would be available 75 per cent of the time, and hence able to generate more sorties...

M: I hear if 126 Rafalles were ordered ....then MoD had, in 2011, benchmarked the total cost of acquisition at Rs 163,403 crore (approximately 23 billion ...the MoD's entire defence budget for that year)...so this Government first asked the Air Force the minumum number of Rafalles to meet its combat requirements....Air Force response was....36!!!

M: RaGa making a lot of noise about the Offset arrangement with Reliance Defence....

AO: Baloney... MOD got nothing to do with this.. its up to Dassault to decide and let MOD know.. this is not unusual because under the Offset Policy, Vendors or OEMs are permitted to provide details of their Indian Offset Partners (IOP) either at the time of seeking Offset credits or one year prior to discharge of Offset obligations...

M: But why was HAL not considered...

AO: HAL and Dassault have had an acrimonious relationship... they were in talks even during UPA but could not come to any agreement....and Reliance is just one of the 72 Vendors for the Offset...others on the list include Snecma-HAL Aerospace for engine components, Samtel for multi-function cockpit displays, Godrej, Larsen & Toubro and Tata Advanced Systems.

M: Okay we want to protect  the technical info ..but why price!!

AO: France wants the price to be confidential as Dassault is negotiating other Orders...

M: And I hear the Reliance Dassault facility has started commercial production of Dassault's Falcon Business Jet Cockpits in April this year.

AO: You think Congress doesn't know all this... of course it does!!! But they are just following their oft used formula .... justify a lie 1000 times and it'll start  sounding like the truth...

M: So true...
