EC seeking observers for CG, MP, Mizoram, Rajasthan State elections

With the Elections to the State Legislative Assemblies of Chhattisgarh, Madhya Pradesh, Mizoram and Rajasthan approaching, the Election Commission of India has started seeking nominations of officers belonging to All India Services to be deputed as Election Observers. The elections are being held in above States in November/December 2018.

Have the bureaucrats become slaves of their political masters for petty gains ?

An MP cadre senior IAS officer has recently created a hornet’s nest among bureaucrats by publicly criticising the civil servants saying that they have let their spine rot and say only what their masters want to hear for the sake of few ‘privileges’. What the civil servants across the nation think about the above charge on bureaucrats.

IEC- Bridging Govt to People communication effectively
  
Information Education & Communication (IEC) is  a platform to create grass-roots level awareness in different Government Departments by using local language and dialect.
 
IEC is the most important tool to target the audience for various welfare campaigns as well as guage behavioural changes in the masses.
 
IEC acts as connect between Government and grass roots level people and it is most useful in Health , Agriculture, Road Safety , Transport & Panchayat Raj as well as Rural development.
 
Social Welfare and both State flagship programs and Central government schemes impact on vote bank as 70 per cent of the population of country stays in rural belt . It is the most important tool in the democracy and  influences the vote bank for better choice  and better selection of government.
 
IEC influences the community , groups etc besides increasing knowledge and ensures feedback mechanism apart from facilitating interaction and facilitating a two-way dimensional medium with human element .
 
Being inexpensive, all media platforms-- be it Outdoor , Electronic are under one umbrella using cost effective mobile vans with artists ( Kalajatha Cultural Procession ) which reaches homes and engages people with spontaneous response.
 
 IEC can be more popularly used in ‘Swachch Bharat Abhiyan' (Gramin) for Open Defecation Free (ODF) campaign and project sustainability.
 
 IEC can also help with total sanitation campaign besides road safety by spreading awareness on dangers of drunken driving , not using seat belt and rash driving etc .
 
 The IEC platform can generate information on Labour group insurances , health programs for Below Poverty Line (BPL) families as well as Above Poverty Line (APL) families, Agriculture Capacity Building, Social Welfare Utilization of schemes ,  Scholarships and Mid Day meal schemes etc .
 
 As regards the 'Swachch Bharat Abhiyan' ( Urban ) ,  the significance of  IEC comes in helping to generate awareness about own flagship programs of State Governments and Central Government mainly that of Hon. Prime Minster’s welfare schemes .
 
 The other opportunity is creating employment for local artists in each and every State .
 
 The IEC  Kalajatha mobile vans with artists can make the audience to root the matter in entertainment by Nukkad Natak and Puppet shows with interaction and feedback .One more advantage is this creates huge number of employment of artists across the country as our concept is mobile van with artists and even for drivers and technicians.
