It is said that according to new strategy, all the senior Congress leaders will be fielded for the Lok Sabha polls. It means new blood will be given opportunity for the Vidhan Sabha polls.

I'm still in Shimla... today I meet my respected friend ... Retired Senior Bureaucrat...at a Tibetan Eatery.... over Momos and Soups we get chatting.

Me: Sir I was in Chandigarh for a few hours.... noticed hectic election canvassing activity... asked the Cabbie.... which election...... and he informed me University and College elections....

Respected Friend: Education ka mazaak banaa ke rakh diya hai....okay these kids can vote at 18..... but they should be given time to study ...understand and feel the effects of their Vote first ....

Me: These kids start going to College and start coming to terms with Society's rules and most are in a rebellious frame of mind... no wonders in Universities and Colleges Communism has such a hold...

RF: This is adjustment time ...from 11 years of 'protected' school education to 'on your own' education.... this is no time for them to be exposed to Politics...these Student elections are very much like Political elections.... loads of money.... goonda-gardhi...all the wrong things in our Political elections...

M: And once they enter Post Graduation ....though they are mature to a certain extent and have felt the effect of their Votes.. but now its the pinnacle or finishing line of their education ...in most cases...hardly the time to be distracted by Politics...

RF: Replace such University and College Bodies with a kind of Regulator Panel.... Panel should have .... Educationists....retired Teachers.... eminent citizens.... 4 students chosen on the basis of their academic record...every State should have such a Regulator Panel..

M: Get these kids back into Classrooms rather than politicking in Canteens...

RF: Commies would blow a fuse....its like kicking Communism in the stomach...would also get rid Colleges of... Career Students....

M: 356 Soldiers have sought the Court's intervention to stop Court from intefering in Army's CT Operations...

RF: Soldiers have to decide on the spot in CT Operations ...and I think it's wrong for the Court to sit in judgement on such Operations...Army is capable of handling such cases.... has a full fledged Law Arm...

M: Army's morale is hit by Court's interference when it comes to CT Operations....

RF: I don't think Court should interfere even if there had been Conscription in India and many Judges would have been involved in CT Operations....

M: Interfering in CT Operations is wrong... very often involves disclosing sensitive Operational info to Civilians ...

RF: I see Liberal lot slamming Hinduism via its Festivals... like for Kawariyas they cite unemployment...Naag Panchami ....they'll analyze the Dairy Industry...Navratras ...they'll talk about the Hunger in India...

M: Sir problem is without having a Clue and based on their prejiduces these people pass judgements..

RF: As JFK said...Very eften we enjoy the comfort of opinion without the comfort of thought...

I nod in approval.... we pay the tab and move out ..

Have the bureaucrats become slaves of their political masters for petty gains ?

An MP cadre senior IAS officer has recently created a hornet’s nest among bureaucrats by publicly criticising the civil servants saying that they have let their spine rot and say only what their masters want to hear for the sake of few ‘privileges’. What the civil servants across the nation think about the above charge on bureaucrats.

IEC- Bridging Govt to People communication effectively

Information Education & Communication (IEC) is a platform to create grass-roots level awareness in different Government Departments by using local language and dialect.

IEC is the most important tool to target the audience for various welfare campaigns as well as guage behavioural changes in the masses.

IEC acts as connect between Government and grass roots level people and it is most useful in Health , Agriculture, Road Safety , Transport & Panchayat Raj as well as Rural development.

Social Welfare and both State flagship programs and Central government schemes impact on vote bank as 70 per cent of the population of country stays in rural belt . It is the most important tool in the democracy and influences the vote bank for better choice and better selection of government.

IEC influences the community , groups etc besides increasing knowledge and ensures feedback mechanism apart from facilitating interaction and facilitating a two-way dimensional medium with human element .

Being inexpensive, all media platforms-- be it Outdoor , Electronic are under one umbrella using cost effective mobile vans with artists ( Kalajatha Cultural Procession ) which reaches homes and engages people with spontaneous response.

IEC can be more popularly used in ‘Swachch Bharat Abhiyan' (Gramin) for Open Defecation Free (ODF) campaign and project sustainability.

IEC can also help with total sanitation campaign besides road safety by spreading awareness on dangers of drunken driving , not using seat belt and rash driving etc .

The IEC platform can generate information on Labour group insurances , health programs for Below Poverty Line (BPL) families as well as Above Poverty Line (APL) families, Agriculture Capacity Building, Social Welfare Utilization of schemes , Scholarships and Mid Day meal schemes etc .

As regards the 'Swachch Bharat Abhiyan' ( Urban ) , the significance of IEC comes in helping to generate awareness about own flagship programs of State Governments and Central Government mainly that of Hon. Prime Minster’s welfare schemes .

The other opportunity is creating employment for local artists in each and every State .

The IEC Kalajatha mobile vans with artists can make the audience to root the matter in entertainment by Nukkad Natak and Puppet shows with interaction and feedback .One more advantage is this creates huge number of employment of artists across the country as our concept is mobile van with artists and even for drivers and technicians.
